Actually, in wild world I went to my friends town and talked to Dora a bunch of times and she moved into my town so prompting/talking to her may make her want to move :/

Sadly it doesn't work like that in New Leaf. Only players that live in the town have some influence on who's moving out, and it's not that much influence either.
