Are the cherry blossom DIYs linked to their servers? Say today is the last day to get them, and I can't time travel backwards to get the missing ones I need? Or are they linked to in-game days after all?

I believe they are linked to in-game days, not actual day/internet-determined times.

Yes, it is in-game days. You could TT back to try to get them if you need to.
