i know that people really like coco but!! something about her eyes throws me off. she just looks so hollow, it's kind of eerie. also, this might be unusual, but i find something about judy's face really off-putting ;; i think it's the weird eyes. she isn't conventionally creepy but something about her character design gives me a weird visceral reaction

Chow and Apple are so friggin creepy. Chow seriously gives me shivers when I see his smile lmfao. God, those op pictures are directly from my nightmares.

For me it’s Barold. His face is just wrong in a kid’s game. 
omg his face. I'm dying. why is his face like that, is he mad forever? I can't.
I feel like many creepy villagers are also cute, but I can't look past the creepy bit lol
Stitches is so cute but those eyes... aren't even eyes? ;-;
Lucky is cute but - is he dead? or is he just a dog with a lot of fractures? lol
Coco is cute but her being an empty shell is just weird to me
and any character with eyes like Jitter just creep me out

Pietro *sort* of creeps me out at time, but I don't have a fear of clowns per say. Chow doesn't really creep me out in New Horizons, but he surely did in older Animal Crossings. I remember being terrified of Tabby when I was little and played ACGC.
I'd like to mention Hopkins. You look at him from his front and he's... fine I suppose, but when he turns around you see the plug in the back of his head, and uhh... that's disturbing!
Biskit also makes me feel uneasy and is creepy to me, but I am really not a fan of the white-eyed characters at all because that as a design is creepy to me.
I don't find Coco that scary, to be honest. I agree that she's kind of cute. I'd say someone like Rodeo is much, much creepier than she is.
EDIT: Oh, Al. Why didn't I mention Al. He genuinely freaks me out every time I've had the misfortune to come across him on a NMT trip. Just thinking about his design made me heart rate spike.

Chow is probably the worst of them in the creepy aspect. I always thought Clay was kinda creepy looking as well.

I visited someone’s island that had Clay...when I went in his house and saw him he startled me lol.
Pietro is pretty darn creepy. There’s a lot of ugly villagers IMO, but not creepy...except Pietro.

I find Lucky pretty creepy. Had him in Wild World and was creeped out by him. Seeing him now still doesn’t change that. Was also creeped out by Stitches back then due to the stitches eyes. It was only years later that I understood that they were going for a stuffed toy look.
