This is really starting to bug me. I cannot get past 3 stars. I have read that when you talk to Isabelle she'll give you tips on what to do to help your island rating go up. I thought that she would keep giving you the same advice until you had done enough of that thing before she moved on but that isn't true. First she said more decorative items. She kept at that one for a while. Then she moved onto more flowers and then to more trees. I thought when she moved to trees I had enough flowers but then she went back to flowers and back to trees and now back to flowers again. This is driving me crazy, how am I supposed to know if I have enough if she keeps changing her answer? I don't want my island to be totally built up with stuff everywhere. And I certainly don't want a million flowers and trees(my rating dropped back to 2 stars at one point because I removed flowers). I have enough trouble figuring out where to put them now. I feel like I'm being forced to fill my island with crap I don't want. is there a guide for this? Help please and thank you.
 
You probably don't want to hear this, but you'll probably need more trees, flowers fencing and a mix of DIY furniture and regular furniture. Isabelle really will tell you what you need D:

You can make flower gardens to make them more contained or orchards to make them look a bit more neat. Also fencing and furniture around your whole island helps
 
make sure there aren't more than 15 things "dropped" around your island, that one always gets people!
 
1) Make sure you have flowers/trees spread around the island, not just cooped up in one place. I suggest putting them on the sides of pathways, put flowers along a river bend, or make a few small gardens for your villagers. You can also plant coconut trees along the beach side.
2) Same with furniture, make sure there is a decent abundance of it and all around the island.
3) Make sure all sticks, DIYs, etc. are picked up off the ground. Additionally, if you have a lot of things buried in the ground, make sure those get picked up as well.
4) Pick weeds. You can have a small amount if it goes with a project, but try to keep the amount minimal.
5) Make sure you have a decent amount of villagers as well. Though if you've gotten to 3 stars then I'm sure this one isn't a problem.
 
You need lots of trees (make sure it's good mix of fruit, and regular ones) or bushes, and flowers. The guide posted above should really help! I've seen some people plant flowers behind houses to "hide" them if that helps!
 
thanks for the suggestions. i dont have anything dropped on the ground. i have an orchard 3 rows of each fruit tree. lots of coconut trees. i have furniture around and ill read that guide. i just think it would be easier if isabelle stuck to one thing until u had enough of it before moving to the next instead of continuously jumping back and forth.
 
Do you have enough villagers? The same thing happened to me when my 8th villager was unpacking. Then after she unpacked my rating became 4 stars.

Clutter

Clutter is gauged in the same 8x8 tile division as furniture grading. There are a total of 64 spaces available in every 8x8 block, and if 45 or more tiles are covered, the block will be considered cluttered. Buildings, bridges, buried items, rocks, cliffs, rivers, and inclines will not count toward clutter.

Littering

If there are more than 15 small items dropped on the ground (not placed as furniture), your island will be deemed messy. Seashells, tree branches, stones, mushrooms, and star fragments don’t count toward your island’s messiness, since these occur naturally in the wild.

Took me a while, but I finally hit 5 stars yesterday. I just finally started gardening and trying to get all the flowers, and now that I’ve got the basic layout of everything settled, I just started working on each area one at a time. Picking a theme or idea and going with that until I was done.
