Can your friend come to your campsite and invite your campsite villager to their island?

I have Raymond in my campsite and can someone from a different island com to my island and invite Raymond or is it only me that can do it?

Unfortunately no, it's only who you can invite the campsite villager into your town.

no they can't sadly :/
you have to move him in and they can adopt him when he's in boxes (moving out)

No, they can't. You have to have him move into your island and then move him out for them to adopt him
