Can you take in a villager even if your tenth is on boxes?

I bought out phoebe from someone today and need to pick her up but the villager moving out if my town and in boxes is Joey, who is on hold for someone. If Joey is in boxes and I go get phoebe, will she still move in after Joey moves out?
 
You must have nine. If you have a 10th in boxes, the game will still count the total as ten villagers. TT a day and then invite the villager if the case arises, simplest solution.
 
Nope, you will have to get your villager to leave first... This actually happened in a trade I did a while back, I had space in mine (it was my 9th moving out), but my trading partner had her 10th in boxes and there just wasn't the option for her to move someone in :(

I think you need to have 9 villagers in your town for a villager to ask to move into yours?

So will they reject my offer if I have 10? This is so frustrating!! I really need phoebe today but idk if the person who wants Joey will respond in time.
 
Yeah, the villager won't ping you to ask for them to come to your town :c
I hope that person answers in time for you!

Ah I would hate to have to do that since he's a dreamie of theirs and they gave beau away for free to someone because I offered her Joey for free... but I suppose I have no choice. I'll wait another half an hour and if I get nothing it's Joey to the void
