Can you plant bushes directly next to rocks?

Can you plant bushes directly next to rocks? I tried googling it but haven't found anything that talks about bushes and rocks specifically.

unless the new update changed it, you cannot

You can't place any plants directly adjacent to anything like rocks, houses, etc. There always has to be 1 space around the bush/tree when it comes to those things.
