Can you invite a villager in if someone in your town is planning on moving out?

Ok, a friend has a dreamie of mine and I have hers.
She has 10 villagers while I have 9. Once I got Amelia (her dreamie) to move out, she started asking villagers to see if anyone was moving to make room for Amelia. She found out that Coco, my dreamie, is moving.

I'm wondering if she gets Coco in boxes first, can I ask Coco to move in if Amelia is still getting ready to move?

if you have 9 residents rn (including amelia) and coco goes into boxes before amelia leaves, you should be able to adopt coco bc your villager limit is 10, and your tenth slot is open- adopting her would make her your tenth
buuut if you have 10 residents rn, and coco goes into boxes before amelia leaves (as in, her house is fooom gone), you can't adopt her

you said you have 9 villagers, so if that count includes amelia, you should be fine!

Yeah, I think they actually have to move out before you can invite someone new x
