Can you cycle with only 8 villagers?

I just got Fang out for Ahri and I'm working on getting Whitney out for a trade.
Is is possible to cycle at only 8 villagers? Usually I cycle with a full house and use the foolproof method where you get a new move in every time a villager's in boxes.
I hate picking up cycle fodder, lol. I'm hoping I pick up a voided villager from someone so I don't have to find a sacrificial villager.

I don't know what you mean, but if you have 8 villagers, some one will move in, because 9 is the maximum (except for special circumstances where you are able to have 10). Once you have 9 villagers, then someone will ask you move out. I don't know if this answers your question. You should also ask people to clear their void before trading with you.

If you only have eight villagers, no-one will ask to move. You have to have nine or more. You get a tenth when you have the Camp Site. Hope this helps.
