Can There Be A Campsite Villager on the Day A Villager Moves In?

Tia is moving in today, and I'm kind of hoping to get a campsite villager, which has a high chance of being Cranky (since I don't have any on my island). Is this possible?

Yesterday I had a villager move in (still unpacking) and also a campsite villager, so yes I think it's possible.

My town was full after that move in, if that's also relevant.
