Okay so Rosie is in my cycling town and I don't have a second ds so I was wondering if someone could hold her? I'm looking for some one with atleast 15 positive ratings at 100%. I will also pay you 1 million bells.

There are quite a few guides out there about getting rid of villagers, but from what I've gathered (from both experience and other people's experiences) is that you either have to ignore the villager completely, or get to be super close to them.
If you're main character has spoken to Stitches multiple times, maybe try making a new character and speaking to him only once, to introduce yourself. And then log onto your new character for about a week and talk to everyone else but Stitches. That might prompt him to move!

Those are the only two ways I know how to effectively make someone move out!

^ Definitely make friends with him. I've tried being mean to villagers, and totally ignoring them, but neither worked. After months of trying I finally got Agnes and Freckles out by suddenly being best buddies with them.
 
It certainly works. It's usually my favorite villagers who I spend all of my time with that want to move.
And that's when I send them letters saying "You can never leave."

He is the only villager I have spoken to and kinda be friended. I tried the two days forward two days back as well as just going day by day. I'm just really frustrated at this point I need him gone today

Unfortunately it's not an immediate thing :(
I'm not sure how time traveling affects it. If I TT it's only to adjust times if I didn't get to play during the day. I'd just try not to focus too much on him being there and work on something else in the town. Keep on talking to him/sending him tons of letters and eventually he'll decide to move.
 
A great method for getting a certain villager to move is TTing 1 day ahead and logging on. Once you're logged on, talk to a bunch of your villagers. If you talk to them enough and one of your villagers is thinking about moving, they will bring it up and say who's thinking about moving. If no one is thinking about moving, no villager will mention anything about it, and you can continue to stay to the next day and repeat. If someone IS moving and it's someone you want to keep, search for them and have them ping you to move and respond as you would to someone you'd keep. If it's someone you DON'T want to keep, do the same thing, search for them to ping you. If they try to back out of your response and decide to stay, you can always quit the game without saving and try again until they agree to move. Hope this helps. This really does for me.
