Can friends participate in festival

During Festival can I have my friends come to my town and participate, or does pave only allow that towns player to participate?

Only a few holidays can participate. The Festivale and Halloween can. Harvest Festival, April Fools and Toy day cannot. Not sure about Bunny Day.
