Unfortunately yes. Villagers won't talk to you if someone's planning on moving out because they'll just talk about the sick villager. That's how I lost Coco. ;^;

No. The sick villager is stuck in their house until they are well and can't move out.

Yeah they can move out because they only talk about the villager that is sick. My friend lost Cherry that way :c

The villager who is sick wont move out but if you are using the rumour method, they obviously wont tell you.
