Campsite question

So I have a villager in my campsite that I want. But I have a max amount of villagers in my town and none of them want to move yet. Does that mean that the campsite villager wont move in? I talked to him and he asked if he should move in and I said "yes" but then he said he changed his mind.

How can I make him move in?

Are you sure you have the max amount of villagers? Because if you do, he shouldn't be asking if he can move in.

I have 9 villagers and the one villager in the camp site.

Yes, if you keep asking they will eventually create a sort of game and you can convince them to move in.
