Campsite question

Will villagers in the campsite move in if you only have 8 villagers?

As long as you don't have 10 or 9 with one planning on moving in tomorrow, you can recruit them?

I've got a villager in my campsite and have been talking to them and they still haven't agreed to move in =/
Just takes awhile sometimes?

Just keep bugging them. Even if they say they don't want to leave their old town, just keep talking to them. I had one camper (can't remember who it was) refuse to move 3 times, but then they finally said yes. Good Luck.

If their move-in dialogue even triggers at all, it means that they can move! It does take a while to convince them. It took me slightly over 15 minutes to convince both of my campsite villagers, and I've heard some people take up to an hour. Just keep at it! c:

Try emptying out your inventory like furniture, bells, etc so that it won't trigger any mini games.
