Campgrounds, Random as well or only for amiibo?

I haven't the chance to see many days with the campgrounds, but I believe this one would be for my TTers out there! Do random people appear at the campgrounds, or are they solely for moving in amiibos? I have the feeling it would work as it did in ACNL, otherwise it wouldn't be much fun or use for those w/o amiibos.

Do you have to craft three items for them if they are random? Should you just put down a plot and talk to them to invite them once you see who it is?

I'm hoping there's someone with some experience or empirical evidence :3

randoms do come to your campground, but it seems to be pretty infrequent. i'm not sure if you have to craft items for them, but you would need a plot, or if you have 10 villagers it will kick a random one out for you.
