Camper Refusing to Move In?

1) I have 9 villagers in my town, and I know the maximum is 10.
2) My town has recently reached "perfect" citizen satisfaction.

This is what happened: My camper just said "Your fruit is the same as my town, it must be fate" or something along those lines, and I said "Yeah, you should move in!" and he responded with "On second thought, I think I'll stay in my town."

Why could this possibly be happening? I don't have the maximum number of villagers in my town. He wouldn't even give me the "moving in" prompt if that were true. What reason could a camper have to refuse when you ask them to move in?

I'm totally stumped. Any help would be appreciated. I really want this camper.
 
You have to tell him to move in multiple times. Just keep talking to him until you're able to convince him and he should move in after two days (first day will be the construction of his house).
