Can a friend adopt a villager who is camping in your town?

No, unfortunately not. You would have to invite them to your town, and then they would be able to adopt them from your town when they move out normally.

If they are near you and your able to do near by town, it's possible I've heard.

But otherwise, no. Sadly you can't, and no matter how hard they try it won't happen.

No, you can't. There were reports a long time ago of people saying they could do that, but it's really never been confirmed, to the extent that you can't even give away, trade, or sell villagers here on the forum if they're just in your campsite.

I remembered way back when someone saying that you have a higher probability of maybe getting them to show up in your own campsite afterwards if you visit someone with a villager you want in their campsite, but it was never tested. I'm pretty sure that was probably a coincidence that that happened either way though. Sorry but the main way would be as Feloreena said.
