Buck is not celebrating his birthday?

Sorry if this is not the right place.
So Buck pinged me last week and said he is moving on the 5th. So he'll be moving tomorrow.
Today is his birthday. He has a birthday post on the bulletin board. I expected him to be in his house so I can say happy birthday to him before he moves but he's not in. When I knock on his door it just say 'I'm out exercising' (or something like that). Why is he not in? Maybe it is something to do with me not getting a invitation to his birthday party? Is that because I am not good enough friends with him?
Sorry, I'm new to animal crossing: new leaf, I had all previous games. But I only just got new leaf last month as I couldn't afford a 3ds until recently.

i have no idea if the welcome amiibo update has changed it, but before it, a villager moving out on the 5th would be packing on the 4th, and so the two events of a birthday and packing would clash, so they would be "out" but not found within the town. no idea if this is still applicable since the update.

This is wrong because villager say they leave on that day and when that day comes they are packing and leave the next day
Unless it's by amiibo I think....

Do you by any chance have the gate open? Or someone visiting?
All activities such as birthday and holiday get in a "pause" and they won't continue and be like if they are living a regular day

Do you by any chance time travel and it's accidently a different day? If not then turn off game and refresh it's probably a little glitch
or maybe as the first one answer
but can't be because an animal packs on the day they say they are leaving

I haven't time traveled, except change the time back an hour for daylight saving hours in the UK over a week ago. Strange I'll see if he is in boxes tomorrow.

I saw him last night standing outside his house. When I talked to him it was just his normal dialog.
He is in boxes now, and he's moving tomorrow.
