I meant rare as in you can't get her when you first move in, only through random move in or campsites so yeah....

Yes you can c: No villager is rare, it is completely random who you start with when you start the game c:
I was resetting my town and came across Bianca as the original 5 3 times, so there you go c:

Well there aren't many tiger villagers, so she's kind of rare in a sense? Rarer than getting a cat or dog villager
