Best way to check if anyone is moving?

Some things I do is I just kinda run around town and get villagers to ping you. Make sure you talk to all your villagers and dont go more than a week otherwise they wont ping you anymore. Another thing I do sometimes is talk to 2-3 of my permanent villagers until they dont talk to me anymore. They usually let me know who wants to move in town if someone is thinking of it. After finding out who it is, I save, restart the game, and run by the villager until they ping me.
 
Talk to your Snooties a lot too, they share rumors more than anyone.
 
Just see if they ping you
Make sure you have talked to them in the past 7 days otherwise they wont ping
 
I try to remember the last villager to ping to move so I can rule them out right away.Your mover will always be outdoors when you start up your town first thing,so take note of who's outside when you load up your mayor the first time on a new day.Walk around and don't talk to anybody....the mover will come to you.There's always the possibility that another villager will ping you first for everyday stuff like catchphrases and trades.When this happens,I save and quit then restart my town and walk around again,looking for villagers that were outside the previous time I started up.If nobody pings,start talking to any villagers that are outside first and they might mention if somebody is thinking of moving or they'll give you the "I haven't talked to you in a while" dialogue.If you get the latter then save and quit then come back to the "haven't talked to you" villager if they're outside again.If they're not outside then you can rule them out as well.
 
I use the rumor method.
Talk to your villagers constantly to see if they say something about anyone moving. If no one's moving, they'll say something regarding rumors (there's a site for it, too lazy to link it). If someone you like wants to leave, walk in front of them to see if they ping you. If the villager fails to ping you, save and quit and try walking in front of them again.
Note: Sometimes the mover will talk about rumors because they can't talk about themselves moving. Always talk to at least 2 animals to make sure no one's leaving!

If someone you dislike is moving, I'd recommend not talking to them at all, due to them changing their minds.
Before talking to them you should save, and if they change their decision about moving reset and try again.

Isn't there a thing were peppy villagers will ask you for "the latest gossip"? Does that mean no one is moving?
 
Spam chat your all of your villagers. If you talk to them each 5 or 6 times and no one mentions a villager thinking about moving, then there's a 95% chance that no one is thinking about moving.
 
When I start I walk around town to see which villagers are outside and wait for the first ping. Not a rumor than I talk to all the villagers inside and outside. Do 3 what's new before leaving them alone.

Sometime the villagers can be inside. Three times I've had a rumor that the Birthday villager was moving. Twice I've had a rumor that the villager celebrating with the Birthday villager was moving. With the Birthday villagers I was okay because I had a mover ping 2 or 3 day ago. The villager visiting the birthday villager are a pain. It took a lot of save/quit to get them to come outside. One time Blanche refused to leave Bluebear house with the mayor. Started up a extra player and she was staying in front of her house.

For events you'll have to wait till they are over but you can get information from the villagers outside. They usually give up the mover during the bug/fish off. Evening events like Toy Day, Firework and Halloween I always play early in the day to find the rumored mover.

I keep a list of the mover. The same villager can ask the next time. Tutu lost the fishing tournament and asked to moved. Stopped it. Two day later she tried to skip town again.
 
You should make sure that you're on talking terms with all your villagers (i.e. have spoken to them within the past week and don't get the "I haven't spoken to you in x days/weeks/months" dialogue) and then run around your village to see who pings you. The person that wants to move will guaranteed to be outside.
 
Just as LinDUNguin says, make sure you're on speaking terms with all of them. I think it's if you don't speak with them for a week that they aren't able to ping you anymore until you speak to them again.
The mover will always be outside when you load up, so you haven't got to worry about villagers who are in their houses or anything. Just run in front of everyone outside, if nobody pings but you're still unsure, save and quit and load up again. You can also talk to cranky and snooty villagers as they're the best to get town gossip. It's normally Fang who mentions when somebody is moving in my town. If you hear any rumours while you're talking to villagers (not rumours about the mayor) you can assume there is nobody moving on that day
 
I'm on speaking terms with all my villagers. They call me a pro listener. All villagers outside/inside get talked to each day.
I still got a rumor villager mover on Their Birthday three times. I've been playing since the release and never lost a villager.
