Best Ordinance For A Time-Traveling Town?

I made an Alt town solely for time-travel and giving away/trading villagers.
What would be the best ordinance for this town?
I feel like any of them would be okay except early bird because;
- I stay up late usually
- I hope to make it a perfect town eventually, with flowers and everything
- I like a lot of bells! c:
