Best Friends: Communication Problems... HALP?

I have a best friend listed on both my mayor and Fishie. He was listed as a BF on my mayor first because back then I hadn't created Fishie yet. I can only see if he's online or chat with him when I'm on my mayor, which I am less often on than Fishie, so this is an issue.

What I want to know is this: if I delete his BF status on my mayor but keep him a BF on Fishie, will I be able to talk with him and see if he's online, using Fishie? Or will it just stay dead?

The reason you can't see is that the game might have turned chat off for that character. It does that if you Wi-Fi with that person. You should be able to turn it back on in the chat menu.
