Batman Villain Themed Villagers

Okaaaay so Arkham IS up and running now. I'm having a bit of trouble, though. :X Was just wondering if anyone could help me along here~

Current patients:
Roscoe -- Jonathan Crane (Scarecrow)
Lyman -- Edward Nigma (Riddler)
Chrissy -- Harley Quinn (Harleen Quinzel)
Doc -- Liam (Arkham guard OC)

Ruby [Being sent to Arendele]
Willow [Moving out]
Bunnie [Moving out]
Dora [Moving out]
Bob [???]

And I just got Opal as my Pamela Isley (Poison Ivy). She's green and snooty. x: I wasn't sure who else to pick.
I was thinking about Rasher for Harvey Dent (Twoface), and Pietro was a maybe for Joker.
So what do you guys think? uvu And it's villains only~ If anyone could think of a Jervis Tetch (Mad Hatter) that'd be lovely~

EDIT: as a note I want to have Nan in this town as a homage to Nan Quest :x and I would also like a Mr. Freeze!

You should definitely get Pietro, the Joker is one of the most iconic superhero villains imo. I don't know much about Batman at all though, so I can't reccomend anyone else.

A Penguin villager for Penguin.

I suggest Hopper. Since some people think he looks evil, he could fit well.
OR Tex, because he is known to be a little bit of a gentleman

Also a Cherry could work for Harley Quinn, since both are Red and Black!

I had looked at her actually, but I think I went with Opal at first because she was PURELY green. But I think I'll cycle for Bree c8 Hopefully I can give Opal to someone else~
