Ignoring on the character you're friends with her won't really work. The best way to make it work is by making a new resident and then just after introducing yourself never talking to her.

Dinomates but I talked to molly everyday since she moved in from my campsite and yet she asked today to move :/

From what I've heard it takes around a week for a villager to ping that way, but then again I can't confirm since I've never had to do that myself.

I do the swimming method, it sometimes takes awhile but I got so many to move out that way.
