Merengue moved right in front of my town hall too. Man, she's lucky she's Merengue.
Also, I agree with LambdaDelta regarding the plot setting thing. It's also just a pain in the butt. Yeah, you can make sure the villager's house is in a nice spot; it'll only take you an hour or more of starting and restarting your game. That's just not practical. (And like LambdaDelta said, it's an exploit not part of the gameplay.) Plus you don't always KNOW when someone's moving in. So if you have less than 9 villagers you have to run around and check everyday before you can do anything else.
Plot choosing desperately needed to be apart of this game with the addition of PWPs. Well, we can hope for the next game
