No, they're good. Here's a perfect town guide that includes the ways specific PWPs will affect your rating (street lamps fall under "outside lights" I believe). It should be said that you can still have a perfect town with "bad" projects, you just need to balance them out with more "good" stuff.
I'm not sure if there's a list of all the possible comments but you can pretty much tell based on how positive they sound. Just follow whatever advice Isabelle gives you afterward and you'll get there eventually, good luck!
