Are Crucian Carps catchable in mid-September?

Katt asked for one, and I've been fishing in the river for 30 minutes and still can't find anything. I used to be able to find them all the time. It's September 19th in my town, are they still catchable?

Make sure you are fishing in the river and not the ocean because I think they only show up there!! :0
