Well, if you want Rowan, then you need to have an opening in your town (i.e., less than 10 animal villagers). When you have an opening in your town, you can visit another town, speak to an animal villager who is "packed up in boxes," and convince them to move to your town. If you are successful, a plot for their house will appear in your town on the next day.

If you want Bells for a villager, then you need to open your Gate on the day when your villager is "packed up in boxes" on their last day in your town. You, then, allow a player from another town to come and convince your villager to move to the other player's town. The other player can, then, pay you the Bells agreed.

Do you have any of your villagers currently "in boxes" preparing to move out of your town?
