I saw it in Aika Village (2600-0218-7298) in the room with all the toys looking away from the wall and am wondering what this item is and where I might be able to get it if anyone knows

I think that's the boxed figurine, but it's hard to see because it's quite dark in the room. It's one of the prizes you can get from the fortune cookies Redd sells on the nights there are fireworks in the summer.
