Highly doubt it, if not an extreme small chance, tried to talk rosie in my friend's camp to move into my town, give up after 30minutes.

Yeah, as far as I know it's impossible to recruit campers from anyone's town but your own.

One time I had Lolly in my campsite and on that same day, Marshal pinged me. I said yes. I went back Lolly and as far as I found out, you can't get a camper if you have ten people.
