So can I get a villager in the campground with a card? or is it amiibo figure only?

With the villager cards, you can scan the card and invite that villager in anytime. It ignores the 16 villager cycle rule too. They won't go to the campground. They just move in.

The NPC cards (Isabelle, Tom Nook ...) will only get you their picture (only once per person) or a piece of random furniture. The Animal villager cards will let you invite them to move to your town or a random piece of furniture.

The New Leaf amiibo figures will get their RV to show up at the campsite (Wisp takes over their job for the rest of the day, but he doesn't know how to do their job). You can then enter their RV and order up to 3 items.
The Splatoon and Legend of Zelda amiibos will get the RV to show up, can order 3 items and you can invite them to move to your town.
The Villager amiibo from Super Smash Brothers will get Wisp to show up in an RV and you can order up to 3 items.
