Amiibo/Campsite Move-ins - Resetting the move out request cooldown?

As a lot of you might know, there's a 14-15 day cooldown period for the "I want to move out" thought bubble if you accept or reject a villager's move-out request. But I've been wondering, does inviting a villager to the island via your campsite or amiibo card reset the cooldown?

On 5/24, Judy asked to move out and I accepted her request, and she was gone two days later. Meanwhile, I forced a villager out using O'Hare's amiibo card. The villager he replaced (Bunnie) was in boxes on 6/4, and O'Hare officially arrived on 6/6. Now, judging by the 14-15 day cooldown period, someone should've had the thought bubble on Sunday or Monday, but as of now (Wednesday) nobody's been thinking of moving. Granted, each day there's always been one villager I've been unable to check due to them teleporting between buildings and never being outside, but any reason why I've seen nobody with the thought bubble? Did bringing O'Hare into the town reset the cooldown time?
 
Huh, I'm not sure. I know it's a 5 day cooldown if you tell somebody not to move, though, as opposed to the 15 day if you do let somebody go. Maybe there's just some randomness.
 
I had a random campsite villager move in and two days later someone asked me to move out, so it didn’t reset in my case there. Not sure if amiibo is any different.
 
The 15 day cooldown is just the minimum. IIRC, the chance for a thought bubble is 50% at 15 days increasing each day for a max of 80% after 30 days. It could be possible the game just rolled no thought bubble for you

I just moved Alli in with an amiibo. She unpacked yesterday and today she is out and about. Peaches came to me and asked me to leave this morning.
 
Thank you for all if the information! I didn't know that there was only a 50-80% chance a thought bubble would spawn after the 15 day cooldown. Either way, I'm glad O'Hare moving in didn't interfere with it!
