Amiibo Camper to Move In? Only Asks Once!

So I haven't played Animal Crossing in a year! I forgot how this whole camper system works.

I invite an Amiibo camper. Then I talk to her and make/give her an item that she requests.
Then I talk 2-3x until she mentions moving in.... except both of the ones I tried said "no"!

I tried continuing to talk to them 25x like google says to get them to mention moving in again, but to no avail! They won't mention it again. It's just constantly about how they love their tent from their dad's memories or how they love their item.

What's going on?

So I would have to scan her in one time each day for 3 days, and then I can get her in?

Exactly, but it doesn't have to be 3 consecutive days, just 3 separate days.
