Ok so I bought my first pack today, apparently they can be used in New Leaf as well as Home Designer, is this true?

no, it isn't true.

just Happy Home Designer and amiibo Festival for all the cards

and anything else for certain special characters that have other game support too (ex: Mario Maker mystery shroom costumes)

First time I heard that, yeah New Leaf pre-dates the New 3DS, so no chance at amiibo functionality being added- so they put it into a spin-off instead of a full-on game for Wii U functioning similarly to how the e-reader cards worked (what I rather they had done, but oh well).
