A sure way of getting THAT villager out?

so I have had biff for a while now. I tried ignoring him completely, then when thAt didn't work and other villagers were moving out and not him, I tried to occasionally talk to him. I have tried hitting him to make him mad every day.
I tried giving him rotten fruit when he requested normal fruit. And I reported him to Isabelle.
Still he won't go
Please help me :(

hitting only makes the villagers stay longer!

what you should do when villagers you don't want move in is to introduce yourself, then ignore them. never ever talk to them, and they should move out in a week or two. if you already talked to them more than once, create a new character, introduce yourself to all your villagers and talk to the ones you want to keep every day. the ones you don't talk to should move.

i am not responsible for anyone else moving out! this is just what works for me.
 
I find that it doesnt really matter what you do.. Could be wrong but basically if a villager wants to leave just refuse and it cycles through all your villagers until the one you want asks to leave ...if you get me xD
 
Barely talk to them.
Talk every 4 days to them so they won't say "blah blah are you ignoring me we haven't talked for so long"

This helped me get Rodney and Cally out
Otherwise, wait. Sometimes they ask even if you treat them normally if you just wait
 
There is no surefire way to get a villager to move out 100% of the time - at least not from my experience. There are many methods that might work to get stubborn villagers out. Here are some:

Method 1: Befriend the villager. I've noticed that the villagers that tend to ping me to move the most are those who I am closest too. In general, villagers seem to ping more if you're closer to them and any one of those pings could be the villager telling you they want to move!

Method 2: Ignoring the villager. If you talk to the villager a little bit and ignore them for a few days, then talk to them again etc... then sometimes the villager will just lose interest and ping you to move when they're outside. This has worked for a few villagers of mine but not all.

Method 3: Being mean to the villager. I have had villagers who fail to ping me to move using the first two methods but who have pinged to move a few days after being mean to them (i.e, hitting them with a net or a hammer). I have had the least success with this method but it seems to work when nothing else works.

All that said, none of the methods above are proven to work. Sometimes a villager is just destined to move whenever and it might seem like a method to get them out has worked but in reality, it was just fate! Some villagers are easy to move out and some are hard to move out! Just remember that if a villager does ping you to move that you can reset if they change their mind about moving and they should ping again!

Try making a new character. Use that character to only talk the villager you want out, ignore the rest. But be sure to talk to everyone else WITH the mayor character.

It worked for me. In a few days, that villager wanted to move out.
