Hii. One of my neighbors wanted to see my house. I said to her the hour. I waits for the hour agreed in front of to me and in my house. But my neighbor never came and he says to me that I lied. Can you help me?

you have to be there within ~10 minutes of when you say you want them to be there. if you say 10:00 am, they'll be there at 10:00 am, and they won't show up if you're late. you can time travel to 10:00, if you missed it, but if you just wait 5 minutes or so, that's probably your best choice to make sure. timeliness > tardiness, y'know.

Also make sure you're INSIDE the house not outside to meet the Villager.
