A little question regarding cycling

Doesn't lying mean to deliberately make a false statement? Like, isn't that the literal definition?

We moved Snake (supposedly temporarily, for a friend) in to my daughter's town as the 10th villager. When it came time to move him out, I tt'd through 70 villager moving pings - and not once did he ping. We got him to high friendship too, with no luck.

In the end I had to get my daughter to agree to let another dreamie move out first.

I just realized something...in my town Zenomia, I invited Pekoe in as my 10th. 5 days later, Fuchsia pinged and I asked her to stay. 5 days after that, Pekoe pinged.

So I have experienced both extremes: the 10th villager being the 2nd one to ping to move, and the 10th villager still never pinging after 70 moving pings!
