So I can't fully remember, it's been a while since I've done serious stuff with ACNL (just recently coming back after a long time), but what are ways to get rid of villagers and ways to keep villagers? [[EDIT: I don't like to TT]]

I know not talking to a villager will get rid of them quickly but there are times where one of my favorite villagers will ask me to take something to a villager I don't want, or I've found a lost item...how does that effect me in both aspects?

Not talking to a villager doesn't necessarily make them move out faster. My favorite villagers that I talk to a lot tend to ask me to move out the most. You're fine to talk to them a little it's not going to prevent them from moving, though if they are your 10th move in you will have to let someone else go first before they will leave.
 
Not talking to them only works if you never did after the introduction. Otherwise you should just talk to them to get your friendship level up, apparently the game thinks that your best virtual friend should be the first to move out.
 
I tt 4 days forward...
Talk to the villagers I talk to the most...
See if anyone is moving by walking in front of them to see if they will ping...
Some villagers won't be outside so you can skip about 4 days but 1 day per tt... Sry if you don't tt but this is effective :)
If it's a villager you like say no and of course if it's a villager you hate... EVERYTHING IS AWESOME!
If it's a villager you like so no and tt forward 4 more days and see if any1 moves!

I heard if you get really good friends with them, they will want to leave a lot faster. So if you talk to them and do jobs for them and build friendship for a couple days, they will eventually just ask to leave.

I can back up the accuracy of this. Not only do my very favorite villagers ping to leave a LOT, but when I was trying to get Katt moved out of my husband's one town, she moved out in a matter of days once I started talking to her and befriending her.
 
If you want to TT, there isn't much you can do since it's random.

Avoiding a villager doesn't work since you need to at least introduce yourself to them. Some people say that makes them stay, just a while ago people said that made them leave faster, but I don't think there's proof either way. In my town it's the villagers I talk to but not a lot who ping me most.

To be honest you're usually better to actually talk to them a lot, make friends with them and once it gets quite high you're most likely to have them asking to leave.
All my best friends in the game ask to leave every few days or so, whereas it took me 5 hours time travel to get rid of a villager I was ignoring. It seems killing them with kindness is a good option a lot of the time
