8 villagers but one asked to move???

I have been cycling my town and it had been 11 time traveling days since my 9th villager left. Well it has never taken more than maybe 4 days for a 9th to move in. I was walking around the town when a villager asked to move!!??!?

I have counted and re-counted and I do in fact have 8. I thought this was not possible and with 8 no one would move out?

Makes me nervous for my future cycling :O

Yeah I have never heard of that happening so I'm not much help. Do you have a plot placed for a new resident somewhere in town?
That's the only thing I can think of....
