I can't confirm if it, but I saw a video that if you updated to 1.10 you will get the suitcase and the photo next year.
Maybe someone will sell it, so maybe you could get it that way.

I saw a video that people are selling them for exuberant amounts of nmt on nookazon. This was my second go at it but I’m hoping there will be other ways to get the photo for newer players. The YouTuber suggested ways that Nintendo could fix this in case they were watching.

I hate to tell you the bare of bad news but sadly there is no other way to get the photo since you didn't play the event last year. You're only hope is to find someone who has the Photo and trade with them.
