Yup. You can make an extra character to talk to Celeste on your island to get it for your main character. Remember that the first DIY that everyone gets is the Star Wand. So your extra character will have to talk to Celeste two separate times.

She has always spawned on meteor showers. There has always been light or heavy showers. When you saw her, there was stars but you just missed them because they are so infrequent.
