4th Level Glitch?

So while I was terraforming trying to make a waterfall. I noticed I made 2 levels whilst on a second level already. Any time I try to climb the 4th level i get a "it's dangerous to climb any higher message" so is this like a new feature or is it a glitch cuz it's pretty cool lol

You can build cliffs on a 4th level but can’t decorate them or even climb up there. That’s actually a feature, so don’t worry: it’s not a glitch.
