4 hours TT and no moving out

No I can sit in and I can organize public works. The gate is raised up vertically so I can pass but I think there were actually no gates at the mayor office in my previous game.....

Have you started any projects? Sometimes that helps too.
 
Ah, no. I haven't started any project yet (and I checked my oldest game, there are gates raised up too so it's normal)

Basically, you just need to raise your citizen satisfaction then. Even though you already own the permit, you still need to please the citizens. For example, building a project makes them happy, but some projects do reduce satisfaction. Choose an ordinance. The Garden one is the best one because weeds hardly show up, flowers grow everyday, and the villagers will take care of the environment a little more.
 
The tenth villager can move out. It's just much less likely; several people have had the tenth villager ask them to move out, sometimes even the day after they move in.

True. The tenth villager can ask to move. It can just be harder to get the to leave. It took me four days of time travel to get Rory (my tenth) to move out. It is possible though.

Ok, I think I point out (thanks to you Miikii) the reason of all of this... Maybe it's because I switched 3DS with a different date on it (2015 instead of 2014) so I suddenly get lot of weeds in my new game. Plus... no building project.

I've had a similar problem and for me, the solution wasn't satisfaction, getting rid of the tent or whatnot...

It helped me when I introduced myself to every villager and talked with them for a while, even the ones I wanted to move out. But only the very first 10 or your town, after one has moved out, you don't have to talk to everyone anymore.

In my very first Cycle Town I had no ordinance, the tent, no satisfaction.. but they still moved out! But: I talked to everyone at least once. In the next town, I had a house immediatly, they were happy.. but nobody wanted to leave.
So maybe this is the missing piece? At least from my experience

Thank you all I finally understand the problem.

I met all my villagers but that was all. I didn't talk to all of them, only with my dreamies. And here the mistake : each character give you one or two tips when starting a new game. It's only when they give you all these tips (such as how it is important to save&quit, how you can sell things, what is the fonction of the museum, how to send letters, etc.) that the tutorial mode will end.

When the "tutorial mode" comes to an end. The day after, it'll be possible to befriend a character. They will finally come to you for requests, expressing change, move out and all !

But until the "tutorial mode" isn't over yet, and if you talk to the same character daily, they will be no friendship evolution and no one will ever consider moving out.
 
You need to befriend all of them the slightest bit. Talk to them all each once a day and do their favors. Only then will they want to move. If you aren't friends with them they stay. You just need to do 2-3 favors and it should raise friendship.

I've started over my cycling town at least 5 times and this always works.
