I don't think that's really it, but it would hurt the cotton business. But that's no reason for outlawing it.

I don't think its illegal for that cotton reason. It's more illegal because it is perceived as an addictive drug and that sometimes if you smoke weed it can lead you to even worse, more addictive drugs.
