Halloween may be a main component to autumn, but really, it's more about how you personally feel. Don't include a Halloween theme if you don't want to! You can consider your town different from the others that way.

I think if you're struggling with having something Halloween related, don't go all out. I think having Ankha in your town would do the trick, she would fit either theme whether or not you want to include Halloween, though she does give a small hint of it.
My all bear town is fall themed NOT Halloween themed. I have envisioned it to be a gentle autumn day trip experience.
Natural paths, fall colored flowers. I've never seen any town like my town.

The past is obdurate
I don't think you need to include haloween in your town, can do a lovely autumn town without it by including everything else that makes Autumn wonderful. I wouldn't necessarily associate haloween with Autumn anyway, as strange as that might sound. I would consider haloween to be something separate, don't think you need to join both of them.
