16-Villager Cycle Clarification

Hello! I don’t really understand how the 16 Villager Cycle works. Could you clarify it for me?
Firstly, if you have had 16 villagers and one moves out, when another one moves back in, it’ll be one of your previous 16? So, let me get this actually started... if I finish my second cycle, does this mean that I start it again, or do I get completely new villagers? Does one town only have 16 villagers ever? Does an Amiibo add itself to the cycle? If you have had all of you villagers once (completed the cycle), does this mean you cannot get any villagers from other players? The reason why I am asking this is because my town is bearing the end of its cycle. I want to know if I can ever get other villagers (preferably without Amiibo, as I don’t have a Reader/Writer, nor any cards). Thanks! I originally thought that the 16 Villager Cycle meant you kept getting the same villagers in sloop. Hopefully I understand now. Thank you!

Hi! The 16 villager cycle does not mean that you cannot get new villagers. What it means is that after you move a villager out of your town, they cannot move back into your town until at least 16 more villagers have been cycled through, unless you use an amiibo card to circumvent the 16 villager cycle. This prevents you from constantly getting the same villagers back in your town over and over.

Once the 16 villager cycle has been completed, you can still get any other villager that is not currently in your town or going through the cycle, but it means that you can also potentially get that first villager back again as well. Odds are that won't happen unless you invite them, though, because there are 300+ other villagers in the game so if you leave it up to a random move-in you will likely get someone new.

You can have a maximum of 10 animal villagers, and 4 human characters, living in your town at any given time.

The 16-villager cycle consists of the most recent 16 villagers who have moved out of your town (includes villagers adopted by another town and villagers voided). Villagers in the cycle can't move back to your town until the cycle is complete (i.e., 16 additional villagers have moved out since that villager's departure). However, Amiibo figures and cards can override the cycle.

Otherwise, the 16-villager cycle does not affect moving in new villagers.

If you have less than 10 villagers, you can get new villagers from the following:
Invite a camper at your campsite (if the public works project is built)
Invite a villager who is moving out (in boxes) in another town
Using Amiibo figures and cards
From StreetPassing another ACNL player that has villagers in their void
From the void (where departed villagers go if no one adopts them)
  • You get voided villagers if you visit a town with villagers in their void
  • You host another town's character with villagers in their void
If you have ten villagers, you can use Amiibo figures and cards to invite new villagers.
