16 Villager Cycle and Plot Resetting Question

I had Pashmina, one of my dreamies, move out a long time ago and I just finished cycling out 16 villagers and I dropped down to 8 villagers. My game is cycling through Uchis and I've reset multiple times but Pashmina still isn't spawning. Am I doing something wrong? Do I have to adopt her to get her to move in or do I just have to sit tight and keep resetting and hoping she spawns?

For reference, my cycled out villagers:
Flora, Lolly, Dierdre, Rowan, Deli, Flurry, Merengue, Goose, Tammy, Annabelle, Mac, Tex, Tom, Ruby, Fauna, and Tiffany.

Since the 9th plot is random I think you're just having bad luck, why not try adopting her from someone?

I think it's just a matter of luck and you being unlucky in this case their aren't many uchis to cycle through, unlike other personalities where there are a lot villagers to get through. If I were you I would adopt her off the trading plaza. I got all my dreamies off there in no time, lurk on a few cycling threads and post in the looking for thread for her

Yeah it looks like that luck is just being a massive jerk to you and if you really do want her, adopting would be a much better option.
