It'll unlock pretty soon. I can't remember how soon after you create the town, but it shouldn't be more than a week.
 
Yeah, make sure when Isabelle says that Mr. Tortimer is waiting to see you at the dock, make sure to go down there and talk to him. He'll say that the boat (Kapp'n) will start showing up starting the day after. Good luck :)
 
I think you need to upgrade your tent to a house or if not, try to get the second upgrade (not second floor but a bigger space) in order for Tortimer to appear for you to have access to the island.
 
If you want to go to the Island again - if you still dont have it - I can open my gates for ya! ^^
 
Can you let me know what your time zone is? I was sleeping when you PM'd me ^-^

My time zone is New Zealand Day Time (NZDT), it might be hard to find an overlapping time...

Also I'll add you in 10 hours time when I get home from work!

You have to play at least 4 days and upgrade your house 2 times. Then Mr. Tortimer waits at the dock for you.
