I got the Scarab, golden beetle, and literally every other bug, all the new fish, and most of the deep sea creatures and I still haven't found a cicada shell. It's pretty dumb that it's so rare, probably for sheer reason of the achievement which is probably at most 300 Nook Miles and two words...
